Assessing authority changes

The assessing authority for Childcare center manager has been changed from TRA to ACECQA, Starts from 16th November 2019.

For those who are studying childhood education in Australia, please be noted that from 16th November 2019, the assessing authority of the following two occupations will be changed from TRA to ACECQA.

✔️Child care centre manager ( MLTSSL)

✔️Child care worker (group leaders only) (ROL)

Normally, for Childcare centre manager if they could complete skill assessment, then they could apply for the 1 year and a half 485 visa.

However, due to the change of assessing authority, thus the applicants could not pass the skill assessment, thus they can not apply for 485 visa.

Migration for Early Childhood

Let's review how the diploma of early childhood education migrate to Australia. For diploma of early childhood education could not pass skill assessment directly, the skill assessment requires applicants to have a bachelor or higher degree, studying four years at least one year in early childhood education, for the IELTS has to reach reading 7, writing 7, while listening and speaking 8.

On the other hand, for diploma graduates in early childhood education they could apply for childcare center manager. The ANZSCO code is 134111, there are 1000 positions for migration each year, the minimum requirements in English is IELTS 6 or equivalent PTE score.

Previous assessing authority

For early childhood manager, the assessing authority was TRA.

After two years study could get a certificate 3 or diploma degree, finish the required internship and parttime job of total 360 hours in two years, then the applicant could apply for the Job Ready program in TRA.

As long as the applicant passes the provisional assessment, he or she could apply for 1.5 years 485 visa.

Thus long story short, the applicant must:

two years study at least 92 weeks
must be on MLTSSL
get the positive result for the provisional assessment

then the applicant could apply for the 1.5 years 485 visa, to work in Australia.

In addition the graduates with diploma degrees in early childhood education, they could apply for part time jobs in kindergarten, the pay would be at least 20 dollars per hour and 20 hours maximum per week.

working as a childcare center manager
at least one-year working experience as a childcare center manager
there are at least 20 kids in the kindergarten

The Australian Children's Education & Care Quality Authority works with all governments to provide guidance, resources, and services to support the sector to improve outcomes for children.

Normally people could use the official websites of ACECQA to check the grades for kindergartens and preschools.

The skill assessment requirements for childcare center manger

Although the assessing authority has been changed, but the requirements on degrees has not changed, as long as you got a relevant diploma degree would be alright.

For the childcare center manager occupation, the applicant must have three years of working experience or equivalent part-time working experience.

In addition for the past three years must have at least 6 months or equivalent part-time working experience.

For the new assessing authority would not require for the 2 years 360 hours internship or job experience, thus applicant with diploma degrees must pass the full skill assessment to get a 485 visa.

However, 485 visa requires applicant to apply within 6 months after getting completion letter, while skill assessment requires for 3 years working experience, therefore, for childcare diploma students, they do not meet the 485 requirements.

Solution

Official respond

AEMS has called ACECQA to approach this, while the ACECQA answered that they have noticed this, right now they are discussing with DHA, but they donot know when there will be an exactly result. Once they get an accurate answer they will be released on the official website.

So, right now, the best way to solve this is to continue studying, extend the length of the student visa.

Advanced Diploma

If you want to continue with diploma degree while awaiting for the results of communication between ACECQA and DHA, the advanced diploma degree would be your best choice. However, the major of advanced diploma must be related with childcare areas, otherwise, you can not apply for 485 visa.

Many education organizations could provide this course, the length of this course is from 6 months to 18 months, thus students could choose one suites them.

Continue studying in early childhood

With a diploma degree in early childhood, relevant working experience, and deeper understanding in this industry, applicants could apply for a bachelor degree in universities. For four years study could also make the applicant exempt from English exams, or if they want they could also apply for other majors. With working experience and better English skills, it is not hard to find a better job!
