Since the 2012 murder of Jill Meagher by parolee Adrian Bayley the Parole Board has been under scrutiny严审.

The number of parolees committing serious violent and sexual crimes has more than halved过半数 following reforms made in the wake of the murder of Jill Meagher at the hands of paroled rapist保释强奸犯 Adrian Bayley.

There were 38 acts of serious violence or sexual offending性侵 perpetrated犯罪 by 22 parolees in the year to June, marking a drop of 63 per cent compared with the previous year, the Adult Parole Board's annual report reveals.

Comparatively, there were 97 serious violent or sexual offences committed by 60 criminals released on parole, in the year to June 2014, before many of the reforms had fully come into effect.

The number of people granted parole has also nearly halved in the two years, since a damning 2013 report by former High Court judge Ian Callinan found several high-risk violent offenders should not have been released into the community.

The Callinan review was launched after Ms Meagher, 29, was snatched off the street walking home in Brunswick, raped and murdered by serial连环 dangerous sex offender Bayley in September 2012.

Despite a reduction in parole orders by nearly 50 per cent in the two years since Ms Meagher's murder, the board came under fire again this year over the release of another repeat offender, Sean Price, six months before he murdered school girl Masa Vukotic in March.

Premier Daniel Andrews backed the board but a further review was launched into the decision to release Price despite a supervision order by a County Court judge that he remain at a facility for sex offenders in Ararat until 2022.

"There's no doubt at all that this was a catastrophic failure 严重失败of our criminal justice system刑事司法制度," he said.

Two major Callinan recommendations were introduced during the year, including a "two-tier system" where serious violent or sexual offenders must pass scrutiny from a second panel二审班子 to get parole.

The first Serious Violent and Sexual Offence Convictions犯罪 division has heard 750 applications for parole since it began operating in July 2014.
