中国国家主席习近平与澳大利亚总理阿博特17日在澳大利亚首都堪培拉举行会谈，双方共同确认实质性结束中澳自由贸易协定谈判。会晤后，在两国领导人见证下，中国商务部部长高虎城和澳大利亚贸易与投资部长安德鲁·罗布，分别代表两国政府签署了实质性结束中澳自由贸易协定谈判的意向声明。

Movement ofNatural Persons

中澳自由贸易协定·赴澳签证更为宽松

The China-AustraliaFree Trade Agreement (ChAFTA) commitments on movement of natural persons willsupport increased trade and investment between the two countries, reducebarriers to labour mobility and improve temporary entry access within thecontext of each country’s immigration and employment frameworks.

中澳两国关于签证的协议，旨在鼓励两国的贸易以及投资，扫清劳工流动的障碍，依据两国在移民及就业框架的具体国情改善两国临时签证的审批手续。

ChAFTA willprovide improved access for a range of Australian and Chinese skilled serviceproviders, investors and business visitors, thereby providing business withcertainty; building upon the respective commitments made by both countries inthe World Trade Organization.

Australiawill provide guaranteed access to Chinese citizens for the followingcategories:

澳大利亚将降低对中国公民赴澳签证门槛：

◦ Intra-corporate transferees and independentexecutives for up to four years (including executives, managers andspecialists);公司内部调动和独立的高管长达四年（包括行政人员，管理人员和专业人员）

◦ Contractual service suppliers for up tofour years; including guaranteed access for up to a combined total of 1,800 peryear in four occupations: Chinese chefs, WuShumartial arts coaches, TraditionalChinese Medicine practitioners and Mandarin language tutors (subject to meetingstandard immigration requirements);签发长达4年的合同服务，针对每年签发多至1800个签证给四大职业：中国厨师，武术教练，中国传统医药从业者和普通话导师（需符合标准的移民要求）

◦ Installers and servicers for up to 3months; 对一些安装工程项目和服务商签发长达3个月的签证

◦ Business visitors for up to 90 days, or 6months for business visitors who are service sellers.给商务访客签发长达90天的签证，对服务行业的商务访客签发长达6个月的签证

Australia willalso provide entry and stay for dependents and spouses of Chinese citizens thathave been granted entry, in accordance with the FTA, for a period of longerthan one year.

依据中澳自由贸易协定，澳大利亚还将给那些已批准入境的中国公民的家属和配偶签发为期一年以上的签证

China andAustralia have also committed to process expeditiously applications for immigrationformalities, provide timely information on visa application progress, andensure transparent procedures and requirements relating to the movement ofnatural persons of the other party.

中国和澳大利亚也承诺快捷审理两国出入境手续申请，及时更新签证申请进度，并确保两国签证程序和要求的透明度。

In order tobetter facilitate the temporary entry of workers associated with trade andinvestment, Australia and China will also increase cooperation in the areas ofskills recognition and licensing, including through encouraging thestreamlining of relevant licensing procedures and improving access to skillsassessments.

为了更好地促进两国贸易和投资相关人员的临时入境，澳大利亚和中国也将增加技能的认可和许可，包括鼓励技术评估机构简化相关技能许可发放程序和改进技术评估审理程序。

InvestmentFacilitation Arrangements

便利投资协议

Through aMemorandum of Understanding allowing for Investment Facilitation Arrangements (IFA)Chinese owned companies registered in Australia undertaking large infrastructuredevelopment projects above $150 million will be able to negotiate, similarly toAustralian business, increased labour flexibilities for specific projects. Thiswill be done on a case-by-case basis under arrangements similar to the formerEnterprise Migration Agreements.

中澳两国针对便利投资的非正式协议指出在澳大利亚注册的参与大型基础设施开发项目，并且投资超过1.5亿澳元的中国国有企业，将会和澳洲企业一样针对特定项目有协商增强劳工灵活性的权利。这类签证的审理将会以个案分析，审理安排类似于原来的企业移民协议。

IFAs willprovide flexibility for companies to respond to the unique economic and labourmarket challenges related to large infrastructure development projects. Theyreflect the Government’s focus on strengthening infrastructure development andattracting investment, leading to the creation of jobs and increased economicprosperity for all Australians.

投资于大型基础设施建设项目的企业会面临独特的经济和劳动力市场的挑战，而‘便利投资协议’将给予这些企业更大的灵活性。这反映了政府的工作重点是加强基础设施建设和招商引资，从而给所有澳大利亚人创造就业和增加经济的繁荣。

IFAs willoperate within the framework of Australia’s existing 457 visa system and willnot allow Australian employment laws or wages and conditions to be undermined.The nationalities of eligible overseas workers under IFAs will benon-discriminatory, consistent with Australia’s 457 visa system.

‘便利投资协议’一旦实施，将采用现行的457签证体系的框架，不允许损坏澳大利亚就业法，工资和工作条件。‘便利投资协议’下符合条件的海外工人将是非歧视性的，这与澳大利亚的457签证制度是一致的。

Work and HolidayArrangement

Alongside theconclusion of ChAFTA, Australia and China have also completed negotiations on aWork and Holiday Arrangement (WHA) under which Australia will grant visas forup to 5,000 Chinese work and holidaymakers annually.

As one of thefive super-growth sectors within the Australian economy, tourism is a trade andinvestment priority for this Government – with the potential to be our fastestgrowing industry over the next three decades. The WHA will increase demand fortourism services and support the development of Australia’s tourism sector,particularly in rural Australia.
