题目解析/注意事项

这道题本身的逻辑就非常奇怪，需要我们讨论的是缩短工时能否解决年轻人失业率。同学们在构思之前，一定要确保：

1.每段话都严格点到题目的三个核心词：缩短工时 + 年轻人 + 失业率
