事情是这样的...有河北网友在微博曝料称,2月25日下午在河北霸州市胜芳镇的街边,有人摆摊出售多个无着落的邮政快件,大多为北京发往国外的国际小包。全部尚未开封。
A netizen from Bazhou, a county-level city of Langfang city, Hebei province, revealed on Weibo that she saw people selling China Post air mails by the roadside on February 25. They were not even unpacked before being sold.

这些快件为中国邮政寄递的国际小包,多由北京寄往美国、俄罗斯、乌克兰等地。寄件人和收件人的信息基本清晰,邮戳时间多为2014年11月和12月。
The parcels, bearing clear addresses and stamps between November and December 2014, were supposed to go from Beijing to the United States, Russia, Ukraine and other countries.
A worker from China Post explained that those were unclaimed parcels - no recipients were available to receive them, and the senders did not want them back.

Another netizen from Hebei said on Weibo that he/she see people selling air mails every day. "Those are cheap stuff, sold at 10 yuan each. I was curious where they came from."
China Post has strict regulations about dealing with unclaimed parcels.
而中国邮政对于投递不成功又无法退回的包裹有严格的要求。
Beijing Municipal Postal Administration has begun investigation.
