十三届全国人大常委会第二十七次会议30日上午在北京人民大会堂闭幕。会议经表决，全票通过新修订的《中华人民共和国香港特别行政区基本法附件一香港特别行政区行政长官的产生办法》、新修订的《中华人民共和国香港特别行政区基本法附件二香港特别行政区立法会的产生办法和表决程序》。国家主席习近平分别签署第75、76号主席令予以公布。栗战书委员长主持闭幕会。

常委会组成人员167人出席会议，出席人数符合法定人数。

To fully reflect the criterion of "patriots administering Hong Kong," China's top legislature voted unanimously on Tuesday to adopt the amended Annex I and Annex II to the Basic Law of the Hong Kong Special Administrative Region (HKSAR), a decision at the constitutional level to improve Hong Kong's electoral system.

The unanimous approval shows the common will from all Chinese people – including compatriots from the HKSAR – in safeguarding national sovereignty, safety, development interests, and their firm determination in preserving the order of Hong Kong's legal system, said Chairman of the National People's Congress (NPC) Standing Committee Li Zhanshu at the Tuesday meeting. The meeting was attended by 167 members of the NPC Standing Committee.

The two annexes - passed at the closing meeting of the 27th session of the Standing Committee of the 13th NPC – address the method for the selection of the HKSAR Chief Executive and the method for the formation of the HKSAR Legislative Council and its voting procedures, respectively.

President Xi Jinping signed presidential orders to promulgate the amended annexes.

香港中联办声明：完善特区选举制度护长远开启香港良政善治新篇章

中央人民政府驻香港特别行政区联络办公室3月30日发表声明表示，十三届全国人大常委会第二十七次会议今天审议通过关于修订香港基本法附件一、附件二的议案，这标志着“爱国者治港”原则有了重要制度性保障，也表明符合香港实际的民主制度进入了新的发展阶段。我们对此坚决拥护，并将全力支持特区政府做好本地相关法律的修订工作。

The Hong Kong and Macao Affairs Office of the State Council on Tuesday expressed support for China's top legislature's adoption of amended annexes to the Basic Law of the Hong Kong Special Administrative Region (HKSAR).

The improvement of the electoral system provides an institutional guarantee for the principle of "patriots administering Hong Kong" and the long-term prosperity and stability of Hong Kong, said the office.

林郑月娥：坚定支持新修订的《基本法》附件一、二

今天下午，行政长官林郑月娥就全国人大常委会通过新修订的《基本法》附件一和附件二发表声明。声明称，她和特区政府管治团队坚定支持全国人大常委会通过新修订的《基本法》附件一《香港特别行政区行政长官的产生办法》和附件二《香港特别行政区立法会的产生办法和表决程序》。

声明称，她和特区政府将全力以赴依照新修订的附件一和附件二推动修改本地相关选举法律的工作，并做好公众解说，让更多香港市民认同完善选举制度的必要性、迫切性，支持有关工作。

在上午的例行记者会上，林郑月娥还强调，完善香港特区选举制度，并不意味候选人单一化，只要以“爱国者治港”以及效忠特区并拥护基本法为前提，任何政见人士都能够依法参与选举。

Chief Executive of the Hong Kong Special Administrative Region (HKSAR) Carrie Lam shrugged off concerns that improvements to the electoral system will bar people of different political parties from running for office, reaffirming the purpose of the improvement is to ensure "patriots administering Hong Kong."

Lam made the remarks on Tuesday at a weekly press briefing when answering a question about whether opposition candidates would be stopped from running under the newly amended HKSAR Basic Law.

The amendments are not looking for "homogeneous candidates," she said, adding that people holding different political views will be able to run for election as long as they bear allegiance to the HKSAR and uphold the HKSAR Basis Law.

全国人大常委会法工委：完善选举制度以法治保障“爱国者治港”

全国人大常委会法工委副主任张勇接受总台央视记者专访时表示，此次通过新修订的香港基本法两个附件，标志着全国人大及其常委会运用宪法权力、从国家层面、采用“决定+修法”的方式完善香港特区选举制度的立法工作顺利完成，具有重要的政治意义、宪制意义和法律意义。

张勇表示，新修订的两个附件是对全国人大有关决定内容的全面展开和具体落实，重点是针对香港回归以来选举实践中暴露出来的制度漏洞和缺陷作了完善性规定。一是重新构建选举委员会。二是明确规定选举委员会五大界别内各个界别分组的划分、名额分配以及产生方式。三是完善和扩大了选举委员会的职能，更有利于改善行政与立法关系，落实行政主导体制。四是规定了行政长官和立法会的选举制度。五是设立候选人资格审查委员会制度，确保爱国者治港。

China's top legislature is amending the electoral system of the Hong Kong Special Administrative Region (HKSAR) to plug loopholes, said Zhang Yong, deputy head of the Commission for Legislative Affairs of the NPC Standing Committee.

The Standing Committee of the 13th National People's Congress on Tuesday passed bills on amending Annex I and II to the HKSAR Basic Law.

The action is being taken to ensure that a "central government-trusted patriot" occupies the office of HKSAR chief executive and that the Election Committee and the Legislative Council will be dominated by people who love China and the HKSAR.

It will also make sure that anti-China Hong Kong disruptors will not work in political institutions, said Zhang.

国务院港澳办：将反中乱港分子排除出香港特别行政区管治架构

国务院港澳办副主任邓中华接受总台央视记者专访时表示，这次完善香港特区选举制度，主要是为了堵塞香港特别行政区现行选举制度中存在的漏洞和缺陷，构建一套符合香港实际情况、与“一国两制”实践要求相适应、具有香港特色的民主制度。这次修改完善香港选举制度是对香港民主制度的优化和发展。

国务院港澳事务办公室副主任邓中华：发展香港的民主制度决不能背离“爱国者治港”这一根本原则。这次全国人大及其常委会修改完善香港特别行政区选举制度，就是要将“爱国者治港”这一根本原则法律化、制度化，就是要将反中乱港分子排除出香港特别行政区的管治架构，就是要杜绝反中乱港分子继续堂而皇之地坐在立法会的议事大厅里搞反中乱港活动。强调“爱国者治港”，绝不是搞“清一色”和“一言堂”。绝不是说，不能对特区政府的施政提出不同甚至反对的意见。任何有意愿参选的人士，只要符合“爱国者”标准，获得足够提名和候选人资格审查委员会对其资格的确认，都可以参选并依法当选。香港将继续保持多元包容的政治文化。

The principle of "patriots administering Hong Kong" doesn't mean people cannot express different or opposite opinions on the governing of the Hong Kong Special Administrative Region (HKSAR), said Deng Zhonghua, deputy head of the Hong Kong and Macao affairs Office of the State Council.

People, who meet the standard of "patriots administering Hong Kong", achieve enough nominations and have their qualification confirmed by the newly-established candidate qualification review committee can run for the elections, stressed Deng.
