2020-2021年直接援助项目(英文Direct Aid Program,简称DAP)现已开始接受申请,申请截止到2020年11月30日(星期一)下午五点。填写不完整的申请及截止时间后收到的申请将不予考虑。只有成功的申请会收到DAP委员会的书面通知。



DAP简介



DAP是由澳大利亚政府出资的小额赠款项目,具有灵活性,主要目的是扶贫和实现与澳大利亚国家利益相一致的可持续性发展目标。澳大利亚驻华大使馆现征集规模小但具有较高价值的并能够在2021年6月30日之前完成的项目。每个项目最高申请额度为4.8万澳元。




DAP 项目可以为个人、社团、非政府组织、私有机构及非盈利组织提供经费。


只有澳大利亚驻华使领馆工作人员能够到达现场进行评估的项目才能获得DAP经费。




重点资助领域



2020-2021年度的重点资助领域包括:

  • 健康

  • 稳定(包括:促进良治;灾后恢复,例如为食物、饮水等基础需求提供支持;为残疾人士提供支持)

  • 教育

  • 恢复经济,包括扶贫及农村发展

  • 性别平等及妇女能力赋权


惠及中国最脆弱群体(包括贫困人口、被社会排斥的群体、少数民族社区、残障人士、妇女和儿童)的项目将被优先考虑

 

DAP项目申请及执行人或机构必须具有良好声誉并能展示项目实施能力。外国非政府组织必须已经完成了注册或者取得了该申请项目活动的临时注册。

 

获得DAP资助的项目应该能够加强澳大利亚驻华使领馆的公共外交及经济外交目标。这包括提升公众对澳大利亚与中国间广泛深入交往的认知与了解;提升澳大利亚在发展领域的形象。

 

DAP原则上不资助下列活动和投入:

  • 由其它政府和组织资助的项目;

  • 涉及利润回报的小额信贷项目;

  • 实施机构长期雇员的工资;

  • 与项目实施没有直接关系的行政管理费用;

  • 购买或租用房屋或土地;

  • 购买汽车;

  • 日常性费用,包括办公室租金、水、电、电话、网络费用等,还包括电器(复印件、电脑、电炉、冰箱等)日常维护和修理,以及办公室或办公设备的保险;

  • 商业投资;

  • 对政府部门的直接投入。

The 2020-2021 Direct Aid Program (DAP) for China is now open for applications. Applications will be accepted until close of business on 30 November 2020. Incomplete applications and those received after 30 November 2020 will not be considered. Only successful applicants will be advised in writing of the selection outcome.




About DAP



DAP is a competitive, flexible small grants program funded by the Australian Government with the primary aim of reducing poverty and achieving sustainable development outcomes.


The Australian Embassy is looking to fund small-scale, high-value projects that will be completed by 30 June 2021. The maximum funding allocation per project is AU$48,000.


The DAP will fund projects by individuals, community groups, non-government organisations, the private sector and not-for profit organisations.


In order to receive funding under the DAP, the project must be accessible to Australian Embassy or consulate staff to conduct monitoring visits to the project site.




Funding Priorities



Projects in the following sectors will be prioritised

  • Health;

  • Stability (which includes: promoting good governance; disaster resilience, such as supporting countries to maintain core services (e.g. food and water security); and providing support to people with disabilities);

  • Education;

  • Economic recovery, including poverty alleviation and rural development; and

  • Gender equality and women's empowerment.


Projects that work with China's most vulnerable groups, including those living in poverty, those who are socially excluded, minority ethnic communities, people with disabilities, women and children, will be prioritised.


DAP recipients should be reputable, with the demonstrated capacity to deliver projects and must be registered to operate in China. Foreign NGOs must already either be registered or have temporary registration for the proposed project.


Selected applications should be able to enhance the public diplomacy and economic diplomacy goals of the Australian Embassy in Beijing or Australia's other Consulates in China. These include building awareness and understanding of Australia's deep and broad engagement with China and promoting Australia's development credentials.


The following activities and inputs are not eligible for DAP funding: 

  • grants programs run by other governments;

  • micro-credit schemes or any other projects that involve return of money or loans for cash;

  • salary of permanent staff of implementing organisation;

  • administrative costs not directly related to project implementation;

  • purchase or rental of property or land;

  • purchase of vehicles;

  • routine, recurring and/or running costs including: office rent, electricity, water, phone, internet, etc.; routine maintenance and repairs (including of equipment such as photocopiers, computers, stoves, fridges etc.); and office or equipment insurance;

  • commercial ventures; and

  • direct support for governments.
