今年是中澳建交45周年,李克强总理成功访问澳大利亚,“一带一路”国际合作高峰论坛也将于本月14日至15日在中国北京举行。


值此良机,中国驻澳大使成竞业阁下通过视频的方式,为中澳社会介绍当前的中澳关系,并寄语期待两国工商界人士加强合作,共同促进“一带一路”倡议与澳大利亚“北部大开发”计划以及两国创新战略对接合作,更好地造福两国人民。




成竞业大使讲稿全文如下:


中澳两国同处亚太地区,互为重要合作伙伴。今年是两国建交45周年。过去45年特别是近年来,两国关系实现了长足发展,各领域交流与合作达到了前所未有的深度和广度。


2014年11月,习近平主席对澳大利亚进行历史性访问,双方决定将两国关系提升为全面战略伙伴关系。2015年,中澳自贸协定正式签署并生效实施,为两国合作注入了新的动力。



当前,中澳全面战略伙伴关系建设正在稳步推进。双方建有总理年度会晤、外交与战略对话等40余个对话机制,这些都促进了双方互信和互利合作。


在双边经贸领域,中国连续8年稳居澳大利亚最大贸易伙伴,澳大利亚则是中国第8大贸易伙伴。中澳自贸协定实施以来,经过多轮降税安排,双向贸易和投资增长强劲,两国企业界和消费者受益巨大。


中澳两国互为重要外资来源国。澳大利亚在华设立企业超过1.1万家。近年来中国企业对澳投资快速增长,2016年增幅高达56%,连续三年成为澳大利亚最大的外资来源国,各类投资累计超过900亿美元。


在人文交流领域,2016年中澳人员交往接近200万人次,中国来澳旅游的客人超过120万人。中国是澳大利亚最大的留学生来源国,在澳大利亚学校注册的中国留学生近20万人;同时,中国也成为澳政府“新科伦坡计划”下最受澳出国留学生青睐的目的地。两国已缔结102对友好省州和城市关系,在两国地方政府和民众间搭起了友谊桥梁。



两国科技创新合作日益深化,中澳新南威尔士大学“火炬创新园”项目建设正式启动,澳在上海设立了第四个海外“创客”基地。


两国在防务、执法、禁毒、追赃追逃等方面也开展了富有成效的合作,在联合国、G20等多边框架下保持着密切沟通与协调。


今年3月,李克强总理成功访问澳大利亚。访问期间,双方宣布建立中澳创新对话、中澳能源部长级对话和中澳高级别安全对话三大重要机制,签署13份政府间和商业合作文件并做出9项重大宣布,内容涵盖投资、能源、创新、知识产权、农业、环保、教育、人文、执法等众多领域。在当前动荡多变的国际形势下,稳定前行的中澳关系不仅有益于双边,而且对亚太地区乃至全世界都具有重要意义。


今年5月,“一带一路”国际合作高峰论坛将在北京召开。澳大利亚是“海上丝绸之路”延伸线上的重要国家。当前,双方正积极寻求“一带一路”倡议与澳“北部大开发”计划以及两国创新战略的对接。


澳大利亚各界欢迎“一带一路”倡议。澳大利亚贸易投资部长西奥博在接受媒体采访时曾表示,澳大利亚企业对中国正在推进的“一带一路”建设具有浓厚兴趣,愿积极参与其中。他还表示,澳大利亚正在推进“北部大开发”计划,澳方在基础设施建设、融资方面具有丰富经验,相信这将有助于其参与“一带一路”建设。澳大利亚工商界领袖也表示,澳企业对“一带一路”报有很高的热情,期待“一带一路”能够进一步促进中澳双边经贸往来,维护全球贸易的自由开放。


我们期待两国各界人士继续关注中澳关系,欢迎两国工商界人士加强合作,共同促进“一带一路”倡议与澳大利亚“北部大开发”计划以及两国创新战略对接合作,更好地造福两国人民。

Listening to the Ambassador on the China-Australia Relationship


China and Australia are both located in the Asia Pacific region and each considers the other an important partner. This year marks the 45th anniversary of the establishment of Diplomatic Relations between China and Australia. Over the last 45 years, and particularly in more recent years, there has been significant progress in the relationship between the two countries, with an unprecedented depth and breadth to interactions and cooperation across diverse fields. 


President Xi Jinping paid a historic visit to Australia in November 2014, and both countries decided to raise the China-Australia relationship to that of a comprehensive strategic partnership. In 2015 the China-Australia Free Trade Agreement was formally signed and implemented, providing fresh momentum to cooperation between the two countries.


At present, there has been steady progress in the development of the comprehensive strategic partnership relationship. More than 40 dialogue mechanisms have been established, including an annual prime ministerial meeting and diplomatic and strategic dialogues, promoting the mutual trust and beneficial partnership between the two countries.


In bilateral economy and trade, China has continuously held the position of Australia's largest trading partner for 8 years, whereas Australia is China's eighth largest trading partner. Bilateral trade and investment has grown strongly under multiple rounds of tariff reductions following  ChAFTA coming into force, and enormous benefits have accrued to businesses and consumers in both countries.



China and Australia are both important sources of foreign investment for each other. Australians have established over 11,000 businesses in China. There has been  rapid growth in Chinese business investment in Australia in recent years, increased by as much as 56% in 2016. China has been Australia’s largest source of foreign investment for three years consecutively, with investments totaling more than $90 billion USD.


In terms of cultural and people-to-people exchange, nearly 2 million people traveled between China and Australia in 2016, with over 1.2 million tourists coming to Australia from Chinese mainland. China provides the largest source of international students in Australia and nearly 200,000 Chinese  students are registered in Australian schools; at the same time, China has also become the most popular destination for young Australian students under the Australian government's ‘New Colombo Plan’. There are more than 100 pairs of sister cities or provinces between the two countries, serving as‘bridges of friendship’ between local governments and the peoples of both countries.


The technological and innovative collaboration between the two countries is constantly deepening.The China-Australia‘Torch Innovation Precinct’ project in the University of New South Wales has formally commenced construction, and Australia has set up its fourth overseas ‘makers’ landing pad in Shanghai.

In addition, the two countries have developed fruitful cooperation in areas including defence, law enforcement, drug control and the international cooperation against corruption, and have maintained close communication and coordination at the United Nations, G20, and underother multilateral frameworks.


Premier Li Keqiang paid a successful visit to Australia in March this year. During his visit, the two parties announced the establishment of three important mechanisms:  China-Australia Dialogue on Innovation,Ministerial Dialogue on Energy, and High-Level Dialogues on Security, signing 13 inter-governmental and business partnership documents and making 9 major announcements over many areas encompassing investment, energy, innovation, intellectual property, agriculture, environmental protection, education, culture, and law enforcement. In today's ever-changing and turbulent international situation, the stable and progressiveChina-Australia relationship is not only of benefit to both countries but is also very significant for the Asia- Pacific region and indeed the entire world.


The ‘Belt and Road’ Forum for International Cooperation will be convened in Beijing in May this year. Australia is an important country along the extension of the ‘Maritime Silk Road’. At present, both parties are actively seeking the connectivity of  the ‘Belt and Road’ initiative and Developing Northern Australia, as well as both countries’ strategies for innovation.


Australians from all walks of life welcome the ‘Belt and Road’initiative. The Australian Minister for Trade and Investment, Steven Ciobo, expressed in an interview with the media that Australian businesses have significant interest in the ‘Belt and Road' intitiative  and wish to become actively involved. He also said that Australia is currently promoting Developing Northern Australia , and that Australia has a wealth of experience in areas such as infrastructure construction and financing, and I believe that this will be beneficial in Australia’s involvement in ‘Belt and Road’. Australian business leaders also conveyed the high degree of enthusiasm Australian companies have for ‘Belt and Road', and are hopeful that the initiative will be able to promote bilateral trade between China and Australia and help maintain free and open global trade.


We look forward to people of all walks of life from both countries continuing to focus on the China-Australia relationship and would welcome those in business to strengthen their partnerships, promote the connectivity of the ‘Belt and Road' initiative and Developing Northern Australia  , as well as cooperation in innovative strategies so as to  better benefit our two peoples.
