关于新型冠状病毒的卫生建议

 

目前,为全面应对新型冠状病毒疫情的爆发,澳大利亚政府对外国公民实行新的旅行限制。

 

202021日或之后中国大陆境内出发或过境的外国(不包括澳大利亚永久居民及其直系亲属)不再允许进入澳大利亚。

 

澳大利亚公民、永久居民及其直系亲属以及始终使用适当个人防护设备的航班机组人员仍将能够进入澳大利亚。

 

这项临时措施将于214重新评估

 

澳大利亚外交与贸易部还将针对前往中国大陆的整体旅行警告级别提高至“四级——不要旅行”。

 

这一新出台旅行限制的依据是澳大利亚政府首席医疗官(Australian Government Chief Medical Officer )和澳大利亚卫生防护首席委员会(Australian Health Protection Principal Committee)的最新卫生建议以及新型冠状病毒传播风险的加剧。

 

澳大利亚政府欢迎并高度赞赏华人社区的配合。

 

现有明确证据表明,这种呼吸道疾病在中国湖北省出现了人传人的情况。湖北省是这种新型冠状病毒的发源地。目前,中国其他省份的病例数量也在不断增加(但仍然相对较少)。

 

这意味着,澳大利亚境内如果有人最近到过中国大陆或者与最近到过中国大陆的人士有过近距离接触,则有可能感染该病毒。

 

大多数情况下,病毒感染者只有在出现症状后才会传染他人。这些症状包括发烧、咳嗽、喉咙痛、疲劳和气短。虽然感染者在发病前几天也有可能传播病毒,但这种可能性很小。

 

有些感染者可能根本不会发病;有些感染者则会有轻微的症状,可以很容易康复;还有些感染者则可能在发病后迅速恶化。

 

作为预防措施,我们建议:

 

·       如果离开湖北省的时间不满14天自我隔离,直到14为止

·       如果您被确认近距离接触过新型冠状病毒确诊病例,则请自我隔离,直到最后一次接触该确诊病例后满14天为止

·       如果您在2020年2月1日或之后离开或过境中国大陆,则请自我隔离,直到离开中国后满14天为止。

 

如果您目前处于隔离状态并开始出现症状,则需要去看医生或去医院。

 

就诊时,应提前打电话告知医生或医院您曾到过中国大陆,并可能已经接触了新型冠状病毒,以便医生或医院可以采取相应的措施。

 

自我隔离者不应去公共场所,特别是工作、学校、幼儿园或公共集会。

 

如果您需要自我隔离并且目前入住在酒店,请告诉酒店管理人员,他们会为您安排房间。您将无法与其他客人接触或接待访客,但酒店工作人员将能够为您提供餐食以及其他您可能需要的用品。

 

酒店工作人员来到您的房间时可能会为您提供口罩。如果您需要离开酒店,比如去就医,则要戴上口罩。

 

澳大利亚拥有世界一流的公共卫生体系。换言之,澳大利亚在应对这种情况时准备充分。

Health advice regarding the novel coronavirus

 

The Australian Government has introduced new travel restrictions on foreign nationals as part of its comprehensive response to the virus outbreak.

 

Foreign nationals (excluding Australian permanent residents and their immediate families) who have been in or transited through mainland China on or after 1 February 2020 are no longer allowed to enter Australia.

 

Australian citizens, permanent residents and their immediate family will still be able to enter Australia, as well as airline crews who have been using appropriate personal protective equipment.

 

This temporary measure will be reviewed on 14 February.

 

The Department of Foreign Affairs and Trade has also raised the overall travel advice for mainland China to ‘Level 4 – Do Not Travel’.

 

The new travel restrictions have been introduced based on updated health advice from the Australian Government Chief Medical Officer and the Australian Health Protection Principal Committee and the increased risk posed by the spread of novel coronavirus.

 

The cooperation of the Chinese community has been welcomed and much appreciated by the Australian Government.

 

There is clear evidence of this respiratory illness spreading from person to person in Hubei Province, China, where the novel coronavirus originated. There is now also an increasing (but still relatively small) number of cases in other provinces.

 

This means that in Australia, people are at risk of contracting the virus if they have been in mainland China recently or have had close contact with someone who has.

 

Most infections are only transmitted by people when they have symptoms. These can include fever, a cough, sore throat, tiredness and shortness of breath. There is also a small chance that people may spread the infection a few days before they get sick.

 

Some people who are infected may not get sick at all, some will get mild symptoms from which they will recover easily, and others may become very ill, very quickly.

 

As a precaution, we are saying to people:

·       If you have left Hubei province less than 14 days ago, isolate yourself until 14 days after leaving Hubei

·       If you are an identified close contact of a confirmed case of novel coronavirus, isolate yourself until 14 days after your last contact with the confirmed case

·       If you left, or transited through, mainland China on or after 1 February 2020, isolate yourself until 14 days after leaving China.

 

If you are in isolation and start to develop symptoms, you need to see a doctor or go to the hospital.

 

You should call ahead to notify the doctor or hospital that you were in mainland China and may have been exposed to novel coronavirus so they can respond accordingly.

 

People who are isolated should not attend public places, in particular work, school, childcare or public gatherings.

 

If you need to self-isolate and are staying in a hotel, tell hotel management staff, who will organise a room for you. You will not be able to engage with other guests or receive visitors but hotel staff will be able to bring you food and other supplies you may need.

 

Hotel staff may supply you with a mask to wear while they are in your room with you. If you need to leave the hotel, such as to seek medical care, wear a mask.

 

Our world-class public health systems mean Australia is well prepared to manage this situation.
