IPA执行总裁Andrew Conway教授说，“我们2015年首次发布的小企业白皮书旨在制定政策，以遏制小企业生产力下降。”

“特朗普当选为美国总统、英国脱欧使欧洲动荡、兴起的保护主义、中国作为超级大国崛起的影响、以及第四次工业革命带来的持续技术进步、人口变化、跨国网络犯罪、气候变化和持续的难民危机，使全球环境进一步复杂化并给澳大利亚生产力带来巨大挑战。”

“然而，这个全球环境不容忽视且日益重要，因为其推动占据澳洲70%以上就业的小企业生产力增长。

我们的2018年白皮书基于大量的研究和观察提出了一些建议，以提高小企业的生产力和效率为目标。

LIFTPRODUCTIVITY TO SAVE THE ECONOMY

Australian small business productivity andefficiency must lift significantly if economic decline is to be avoided,according to the Institute of Public Accountants (IPA).

The issues of productivity and efficiency featureheavily in the latest Australian Small Business White Paper released by the IPA Deakin SME Research Centre.

“Our first Small Business White Paper in2015, was aimed at policies to arrest the declining productivity of smallbusiness,” said IPA chief executive officer, Prof Andrew Conway.

“Australia’s productivity challenge hasbeen further compounded by a global environment that has seen the election of Donald Trump as US President, uncertainty in Europe attributable to Brexit,rising protectionism, implications from the rise of China as a super power,ongoing technological advances with the advent of the Fourth Industrial Revolution, continuing demographic shifts, transnational cybercrime, climate change and continuing refugee crises.

“However, this global environment cannot be ignored and it is now more important than ever to drive small business productivity and growth, particularly considering it is this sector that makesup more than 70 per cent of employment in Australia.

“Our 2018 White Paper which has been based on significant research and insight gathering, makes a number of recommendations to improve productivity and efficiency of the small business sector.

“From a productivity perspective, we wantto see the introduction of initiatives to improve managerial capabilities of SMEs.

“We are also asking for a review of capital market efficiency to address the problem of ‘zombie companies’ (those businesses that require bailouts to survive), where too much capital is currently held.

“There also needs to be a review of there gulatory framework around insolvency resolution. Australia has thefourth-longest insolvency resolution time in the OECD. This situation creates resource misallocation and reduces growth opportunities for efficient firms.”said Prof Conway.
