Daily Telegraph:非居民的首次购房者将不再获得新州政府的补贴
预计明天公布的新州财政预算案将宣布,外国人在新州首次购房将不允许获得政府五千澳元的补贴。
另外新州政府将预留大笔的金钱来开发悉尼西区基础建设,其中可能包括兴建价值20亿澳元的Parramatta的轻轨铁路项目。
根据现行的新州政策,任何人首次在新州置业,都可以获得政府给出的五千澳元补贴。
而且买多套,就可以一次过补贴多套,新州政府也查看购房者是不是海外人士或者本地公民。
预计明天,新州财政厅长 Andrew Constance会宣布,只有澳洲公民和永久居民才冷获得五千澳元的补贴。
据统计在过去几年,新州政府为此付出了二百万澳元给海外人士。
自从2012年7月新州政府补贴首次购房者五千澳元以来,有429名申请获得者是海外人士,比例是1.3%。
现在政府也将修改条例,本地首次购房者也只能申请一座房子的补贴,而不允许一次申请多套房子的补贴。
预计新州政府在两年后会有财政盈余,新州的房屋买卖印花税将会在9亿到9.5亿澳元之间。
新州政府说,这些钱将会用来建设新州的基础建设。
预计目前新州的基础建设基金已经有了60-70亿之间,这还在政府准备出售新州电力系统的200亿之前。
在去年12月的年中财政总结,新州还有25亿的财政黑洞,本来不可能在短期内有盈余。
但是在这之后,新州的经济大有起色。
现在预计2014-2015年有9亿赤字,而2015-16年有财政盈余。
本届政府规定,任何财政收入多于预算的都拨款到政府的基础建设基金上,而不用于填补财政赤字。
预计明天公布的财政预算案将拨款4亿支持Parramatta轻轨铁路的建设。
Parramatta轻轨铁路将从Parramatta一直通往Castle Hill,沿途经过Westmead 和 Macquarie Park。
另外政府也将资助2亿澳元兴建Newcastle轻轨铁路。
新州经济在过去12个月增长了4.7%, 而维州和昆士兰州只是增长了1%左右。

Foreign buyers to lose their New Home Owner Grant in the state budget
THE Baird government will scrap foreigners’ access to the $5000 New Home Owner Grant in tomorrow’s state budget.
And hundreds of millions are expected to be set aside in the budget for “Western Sydney infrastructure” in the hope the $2 billion Parramatta Light Rail proposal stacks up.
Under the existing New Home Owner Grant system, foreign investors have been able to buy multiple apartments and get $5000 for each, with no checks as to whether buyers are from overseas or not.

Treasurer Andrew Constance will move in tomorrow’s budget to scrap that flaw, first revealed by The Daily Telegraph in February, and ensure the grant is only available to individuals who are not trustees and are Australian citizens or permanent residents.
Some $2 million was paid out to nonresidents.
The government is set to take the state back into surplus within two years and will have an extra $900 million to $950 million in stamp duty taxes from the housing boom, which will automatically go into the Restart NSW fund to be spent on infrastructure. It will take the balance of that fund from $6 billion to $7 billion even before a $20 billion windfall from the sale of electricity “poles and wires” that Premier Mike Baird is taking to the election next March.
A move into surplus did not look possible at the midyear review in December when a $2.5 billion deficit was forecast for 2013-14. Since then economic conditions have changed.
A deficit of about $900 million is expected in 2014-15 followed by a surplus in 2015-16. Under the government’s 2011 election promise, all “windfall tax revenues” — or tax collected above expectation — must go to Restart, rather than prop up the budget.
It is expected $400 million could be provided for Parramatta Light Rail. Parramatta Council has proposed lines from Parramatta to Castle Hill and from Westmead to Macquarie Park.
The government has already announced more than $200 million for a Newcastle Inner City Bypass.
“Obviously there’s been an improvement in the state’s economy,” Treasurer Andrew Constance said.
NSW had grown at 4.7 per cent from March to March compared with Victoria and Queensland which grew at less than 1 per cent. “We’re growing at almost three times the other states in that last quarter,” Mr Constance said. “We have had improvements in housing and jobs.”
Of ensuring the New Home Owner Grant scheme was available only to permanent residents or citizens, Mr Constance said: “We’re all about making sure these grants help those in our own backyard.”
Since the New Home Owner Grant scheme was instituted in July 2012, there have been 429 recipients who are nonresidents — or 1.3 per cent of recipients.
The scheme began after the government scrapped first homeowner grants for existing properties and raised them for newer properties. There have also been instances of multiple applications. From now on the New Home Grant will be restricted to one grant per person per year.
Opposition Leader John Robertson called in February for the government to change the New Home Grant scheme.
