China Project Lead for Artificial Intelligence and Machine Learning

Location：Beijing

Reporting Line：Project Head

Scope of Project

Through the support of a public-private and civil society platform, this project will help advance the global governance for artificial intelligence and machine learning, including practical policy frameworks, governance protocols, regulatory and legal principles, standardization and education of the public to help decision makers, industry and society keep pace with this rapidly evolving technology. The project builds on findings and recommendations emerging from a number of cities around the world where artificial intelligence and machine learning projects are being tested.

The China Project Lead will work closely with the Forum System Initiative on Shaping the Future of Digital Economy and Society. The Project Lead will facilitate engagement across the Forum's existing global communities of business executives, leading academicians from the world's top research universities, government officials, start-up community, media, civil society organizations, social entrepreneurs, and Center Partners which include salesforce, Microsoft, Kaiser Permanente, SAP, Palantir, Huawei, IDEO, Reliance Industries, and Turkcell.

Responsibilities

Select, engage and coordinate public and private partners from industry, government, academia, international organizations and civil society in the initiation, leadership and management of the project, and governing bodies
Define and help prioritize key issues and policy-related questions to be investigated, identify clear opportunities for impact in China, set the goals for projects, and establish clear evaluation criteria
Execute on the milestones and agreed deliverables including research and analysis, interviews, surveys and modelling/simulation as required
Plan and facilitate meetings with the expert group
Liaise across the organization to ensure effective coordination and integration with other Forum projects and regional efforts
Track and communicate progress for the Core and Project communities, through the use of digital interactive space and digital objects
Drive the deployment and use of Forum transformation maps and other digital platforms and tools to support community engagement and project delivery
Lead the co-design and piloting of policy and governance frameworks with partner governments and other stakeholders utilizing user-centered design
Depending on the phase of the project, the role will entail a combination of the above or more focus on certain responsibilities.

Experience/Education Required

Excellent verbal and written communications skills in both English and Mandarin languages
Masters (or higher) degree in Public Policy Management, Technology or similar fields
Minimum 5 years’ experience in private or public sector, including working on artificial intelligence/or technology policy related topics
Strong knowledge of key policies, regulations, or industry standards in China relating to artificial intelligence and machine learning, as well as knowledge of the policymaking process and relationships with key policymakers, industry associations, and other stakeholders relevant to technology governance.
Deep knowledge of the artificial intelligence and machine learning ecosystem, including key governing bodies, decision makers, and leading private sector companies operating in this space
Comfort driving entrepreneurial projects and identifying opportunities for impact in crowded spaces
Ability to design and drive medium to large-scale pilot projects
Proficient with recent digital platforms
Strong presentation and facilitation skills
Strong analytical and problem solving skills
Strong project design and management skills for medium to large-scale projects
Ability to work across different cultures and with high level officials and executives in a dynamic, matrix organization structure
