Perth reclassified as regional
In order to attract more skilled migrants and international students, Perth and Gold Coast are going to dump the major city tag to return regional areas since 16th November 2019. In addition, the Australian Government confirmed that its regional migration program intake is going to increase from 23,000 to 25,000.
According to the government, the new changes are made because they would like to increase the intake of skilled migrants and international students in Perth and Gold Coast.
Immigration Minister David Coleman announced that Perth and Gold Coast will be reclassified as regional areas, and start from 16th November 2019. In other word, from that day the regional areas in Australia will be all the other areas expect Sydney, Melbourne and Brisbane.

Graduates from WA could have extra 5 points for regional area
WA graduates could apply for 3 years 485psw visa
WA graduates could apply for state nomination, and the requirements are relatively simple.

New Skilled Regional Visas
Skilled Work Regional (Provisional) (SWR) visa，the new 491 visa is going to replace 489 visa, applicants for 491 visa needs to get nomination from
an Australian state or territory government agency or
sponsored by an eligible family member residing in a designated regional area and be invited to apply for the visa, following submission of an Expression of Interest (EOI) in SkillSelect.
then, the applicant could have an extra 15 points.
Skilled Employer Sponsored Regional (Provisional) (SESR) visa，the new 494 visa is going to replace the original 187 visa. There will be two streams in 494, which is Employer Sponsor and Labor Agreement.
The most important aspect of regional visas is the increase of occupation list.
494 visa will provide an occupation list with 650 occupations on it, 450 more than the occupation list of major cities.
491 visa will provide an occupation list with 504 occupations on it, 77 more than the occupation list of major cities.
Applicants could transfer to permanent residents as long as they meet the visa requirements.

Advantages of WA
From December 2019, the WA state nomination for graduates will be changed completely.
The State Nomination Migration Program (SNMP) graduate stream will soon be amended and became more easy to access for international students in December 2019.
these changes will affect 190 and 491 visas.
English courses, VET courses, bachelor or higher education will all be counted.
However, one thing should be noticed that English courses are not considered as eligible for the 5 points two years study in the EOI system.
But the WA state nomination will count the English courses study.
the new policy only asks the applicant to have either 6 months working experiences in nominated (closely related occupations )or 6 months job offer/contract.

491 visa 15 points

single 10 points
ELTS four 7 would have 10 points
Graduates of VET from WA, 10 points
Ages between 25-31， 30 points
As we mentioned above, even VET graduates will have 80 points, for bachelor graduates they could easily reach 85 points, which will be suitable for 491 and 190 visa applications.
Currently, for WA state nomination, the applicants must have four 7 or equivalent English.
3 years PSW visa
For international students who live in regional areas, they could apply for a second 485 visa, as long as they meet the following requirements:
regional areas study and graduate, finish bachelor degrees or higher education degrees
live 2 years in regional areas while holding the first 485 visa
apply for the second 485 visa and will stay in regional area as well
The second 485 visa will provide an extra opportunity for applicants to get more points in the system. For 1 to 3 years related working experiences will add 5 points, while 3 to 5 years working experiences will add 10 points.
The extra 10 points will play an important role in the serious competition of skilled migration game.
on the other hand, the second time of 485 visa will provide a total 3 to 4 years related working experiences, for those who are struggling to reach higher points, the second 485 visa will be the perfect chance they should catch.
Applicants with two years related working experience after graduation will be eligible for 482 visa, while with 3 years working experience they could apply for 494.
Originally occupations on the STSOL of 482 visa could not apply for permanent residency, but with the 3 years working experiences, there is a chance for those occupations on STSOL, and even graduates could apply for certain sponsor nominate visa.
