Notice on Airline Boarding Requirements for Covid-19 Tests

In accordance with the announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs dated 20 July 2020, all foreign passengers who are to fly from Australia to China will be required to take nucleic acid tests for COVID-19 and apply for certified Health Declaration Forms. The following procedures are for the reference of foreign passengers residing in NSW.

 

1. Starting from 11 September 2020, passengers who are to fly from Australia to China, directly or indirectly, will be required to take nucleic acid tests for COVID-19 before boarding. Passengers can choose the testing locations listed on the website of Department of Health of NSW to take the test (please refer to https://www.health.nsw.gov.au/Infectious/covid-19/Pages/clinics.aspx).


2.Passengers shall fill in and sign the Health Declaration Form (please refer to http://sydney.chineseconsulate.org/chn/lszj/bgxz/fhqzbz/P020200826569622551911.doc) and are required to send a scanned copy of the signed Form, together with the Nucleic Acid Test Certificate (with negative result), and a photocopy of the bio-page of the passport to the the designated email box of the Consulate General of China in Sydney ([email protected]). For those qualified, the certified Health Declaration Forms will be issued by email at the earliest time.

 

To speed up the process, please use “HS+Nationality+Passenger name+Date of Departure (YYYY/MM/DD)” as the subject line of your email, e.g. “HS+Australian+John Smith+20200910”.

 

It is recommended to send the required materials at your earliest time, and it is suggested that one should acquire the visa and air ticket before applying for a certified Health Declaration Form.

 

3.The validity period of the certified Health Declaration Form starts from the issuing date of the Nucleic Acid Test Certificate (with negative result) and lasts for 3 days. For example, your nucleic acid test is done on October 1, and the Nucleic Acid Test Certificate (with negative result) is issued on October 2, your certified Health Declaration Form would be valid until October 5, this means you can still board the flight on October 5.

 

4.Passengers shall be required to present the printed certified Health Declaration Form within the validity period before boarding the flight by the airline staffs. Please be noted that passengers with expired Health Declaration Form will not be allowed to board the flight and will be required to take nucleic acid tests and need to apply for the Health Declaration Form again.

 

5.Passengers are advised to bring the Nucleic Acid Test Certificates (with negative result) to the airport in case of the need for further checking.
